Governmental organizations

In the resent years, it is taken serious step to establish effective system in testing, treatment and prevention of HIV/AIDS in Azerbaijan. To provide legal guiaranttee and service to the people living with HIV, detailed organizational mechanisms and legislative base have been developed. To carry out organizational-methodic, treatment-preventive and control function for the purpose to coordinate the carried works, the Ministry of Health established the Republic AIDS Fight Center covering 12 regional laboratories in 1990. On April 16, 1996, the Law of the Azerbaijan Republic “About prevention of spreading of disease caused by Human Immunodeficiency Virus” was adopted, and the President of the Azerbaijan Republic issued its Order No. 424 on acceptance of National Program, strengthening of material-technical base to prevent HIV, as well as to carry out the above-mentioned Law on September 17, 1996. It is necessary to note the main grounds in the order sent to the Global Fund by the Azerbaijan Republic in October 2002:

• To appoint and develop national policy in prevention of HIV/AIDS;

• To provide donor blood and their components, medical interventions and service safety;

• To prevent spreading of HIV/AIDS among the youth;

• Prevention of mother to child transmission of HIV

• To prevent spreading of HIV/AIDS in infectious drug users and prophylaxis of transmission of HIV infection from them to their sexual partners;

• To provide social protection and medical aid to the people living with HIV/AIDS and their family members;

• To improve system of state control on HIV/AIDS and epidemiological monitoring methods etc.

To carry out these grounds, the Program is supported by some governmental structures and organizations, such as Ministry of Justice, Ministry of Education, Ministry of Youth and Sport, Republic and city Narcological and Venereal Dispensaries, Republic AIDS Fight Center, National Center for Reproductive Health and Family Planning etc.
